"Sold" dealer orders do get build priority.
You mean if you buy a jeep from a dealer that has to be made from the factory, that gets preferential build priority over the dealer inventory vehicles?

Yup. That's how it's been with the Wrangler. There are exceptions due to parts restrictions, but all things being equal (and available), a sold customer order gets priority over a dealer inventory-spec vehicle, and also doesn't count against a dealer's allotment (but can actually help a dealer gain allotment share in the future).
