Someone mentioned it was how the spare tire mounts.

That's probably it. It's difficult to judge depth from the photo, and I thought it was in front of the axle.

I believe in the first pic it has the stock 285/70R17 tires, and in the second the have put on 35’s.

Chalk rubs off on parts. If that thing is motionable, they spin the tire to see what needs shaved back a bit to avoid the rub.

That’s not chalk. It’s an identifier on a new tire. They’re running 35’s now.

Thought that was very skinny chalk and wondered why the tire center would be chalked. Lol. My bad!
