I live in the desert. I don't need foglights. Would like to switch the fog lights out to an offroad driving light. The only problem is the fogs turn off with high beams. Is there a way to make it so that the circuit that controls the fog lamps will stay on with high beams?

Yes, this is yet another thing that a guy can do with the Tazer programmer. Everybody who buys a JL or JT should get a Tazer.

I bought a Superchips flashcal and my fogs still stay on with brights. It’s a setting you can change once you have a programmer.

2nd the Tazer. I have mine set to stay on with high beams as well. you can also opt to have the DRL drop during turns and change what your DRL is. I have turned off my halos with it too.
