You can do either way. When you get a quote you get MSRP and invoice. So you can say I got 16% off MSRP. It’s pretty clear when you order. I will happily post my build and pricing when FCA releases the pricing so people have a chance to look at it for themselves
My understanding is that the dealership pays less than invoice, gets a “bonus” from certain lenders for using them for financing, and can get additional incentives from Jeep as being a top seller. So it’s kinda like Costco for some dealerships who do the math and would rather sell high volume...
My discussions with Kent was any trim via orders (not from his allocated stock). He does require Financing through his preferred bank, but can payoff or refinance anytime after 3(or 4?) months.
There really are only two dealers that would be worth looking at Dennis Dillon and Peterson. I have talked with Kent at Peterson and he is doing 8% below invoice for the JT. Now just waiting on the price to see what 8% below really means.

After looking a little closer and reading others reviews. I think the issue that I see is getting to gear under the hardtop cover, appears not recommended to open up the cover when there are cargo or things on the rack.
What I think I really want is a trifold hardtop cover with racks above it...
