I was 99% sure this was a case of inaccurate reporting, then I saw the 1st line of your post and the whole thing became much more believable. The answer is because when it comes to financial responsibility, the Government doesn't function with logic.
Thought about placing a buy order on FCAU in the morning, but then realized FCA owes the U.S. government appx. $650 million for the diesel emission scandal or about 22k JTs @ $30K each. As many folks mentioned, 60,000 JTs doesn't seem even remotely likely.
