No modification, it could use a washer to get the wrench at it better because the hole is recessed though.

It's a little shaky when driving. It is recessed and I think If you used the washer with that bolt and maybe added another it wouldn't be as recessed and be easier to get at with a wrench. But it get me around Mass state law do for now$8 works for me.

They have a 15-18 roll-up one and a 15-19 trifold. Your box says 15-19 but roll-up and your link points towards the 15-18. Just wondering which one you have. Ones 149 and one is 169.
