I am pretty close to you and just had my 4th and final oil change and tire rotation done at a dealer in Catonsville, MD and was not charged anything. I was not charged for the first 3 Jeep Wave services either.
Which dealer did you use, so I can avoid them.
You have to remove everything you put on for the soft top to put the hard top back on.
So you have to remove the door surrounds and the plastic around the tub to put the hard top back on.
I am pretty sure you won't have to drill any holes, I didn't. My truck came with both tops but all of the holes needed for the soft top were just reused from the hard top, already in the roll bar or created when you build the new frame and door surrounds. I see the instructions in the picture...
Looks correct to me. My top came in a huge box in the bed and what you have there looks like what was in that huge box. The seller probably just got rid of the large box. It has been to long so I don't remember if everything is there in the picture. But, there should have been a cardboard...
Just a suggestion. How about some of those driveway reflector markers to push them down? They are long and thin and should fit.

Also a Marylander here. Is the road still open in the Frederick Watershed? Where is the enterance? I I have seen videos of it but have not been able to find any real information on access.
Mine had the same issue. After driving it for a day or two it has worked fine. I have been on vacation for a week so I will see how it does tomorrow when I drive it.
