I have a soft-top with my JT and have always had a soft-tops on all my jeeps for reference. My wife's JL has a hardtop and is fairly quiet , added the sunrider and noise goes up a little. I would much rather put the top down than worry about the noise but only my opinion.

Depends on your use , I have a Sport and have a Soft top . My doors are off as much as possible and top is down as much as possible . I haven't plugged my doors back in the last 2 years so no power windows or power locks is perfect in my case .
City driving can be really misleading depending on where you live.
example your speed is 45 for pretty good stretches of the drive compared to hitting a stop light every 100 yards .
