So played with the tire carrier rack / cargo rack base and mocked it up today. Trying to decide on what I want to do with it, had a buddy mention leaving the tire in the bed, just using the rack along with the cargo basket.
However if I used it as the tire carrier, I regain the space...

I don't know if this image is clearer, but those are countersunk bolts, it's how the inner side wall and outer side wall connect partially. At least that's what I think your asking about, there's also holes on the topside of the bed side, which is how the tire carrier mounts to it.
Yep, for whatever reason it comes with only the 2023 model year Owner's Manual.
I'd hazard to say whomever purchased and made this available on the web, had a 2023 model.

The cap is on top of the driver's side bed, the filler neck assembly right below it between the outer and inner bed panels -

I used some more forced labor from the kids to help push, pull, hold, and shove things the right direction for some of the bolts.

If you mean by the instructions... they aren't at all, they have a wiring diagram and that's it.
I haven't gotten to them yet, I know there's another sheet in with the lights, but I'm not sure if I'm supposed to cut the harnesses and splice the new lights/etc in or what from the instructions...
