I was taking a look at this post again and I have to admit that your rack looks prettty and solid. I have seen some other racks out here and I would not feel confident of putting a RTT on it. By the way, what RTT did you get?
That is a really good rack. Not a big issue with the wind noise. Not sure if the tire will fit there but I think in case it doesn't, you can get risers for the bed rack.

It's like the new bling bling for trucks, but honestly they serve different purpose. For me they create more storage space and mounting points for accessories.
You might wanna check out the Front Runner Slimline II bed rack
its great for mounting bike racks and very low profile.
From the looks of it, it is mounted via clamp which majority of the bed racks are using.
