For anyone else that has an issue, @ShadowsPapa gave me the advice of making sure I was pulling it straight out, even going so far as to use a couple of screwdrivers instead of pulling by hand. And it worked! Came right off!

I installed the mopar break controller, but didn't realize until after I completed the install that the button doesn't work. It's just pressed all the way in. It does not function as a button. To return it and get it replaced, I'm supposed to remove it "without damaging" it and send it back. But...
