When I got mine, I thought it was low and the dealer topped it off, but I was just reading the gauge wrong. I don't pay close attention to the level, but whenever I do happen to check it every great once in a while (guessing, a thousand +/- mile intervals), it doesn't seem to move much.

It is the Venturous Ozark topper, I believe they are a division of Ranch. It's an injection molded fiberglass cap that is lighter and stronger than traditional fiberglass. Some members think it shares the same shape as one of the other popular manufactures.

I have only seen the external racks that go around a cap, on full size trucks. ARE has an internal frame for one of their caps for heavier loading. I doubt you could buy that frame independent of the cap, but maybe a good template for a fab project. It would keep the outside looking cleaner too.
