Anyone built a 'topper' within a rack?

I like the various racks I see but don't like the idea of my stuff getting all dusty and wet (I do live where it rains 11.9 months out of 12) so I am wondering if any one has gotten a rack and then used either plywood or sheetmetal to build a topper within the body of the rack.

A rack like this is kind of what I am thinking of - probably full height.

If you're good with a soft top, the Softopper and Datin Fab rack combo is one on the market that several users here have used or are using. Otherwise a hard topper with roof rack would probably make most sense.
