Driver Side License Plate Screw Rear Bumper will not full fasten

The driver-side screw for the rear bumper license plate will not fasten in all the way. Not sure what the deal is; I have not gone under the Jeep to check yet, but I will later. There is maybe a 1/4 inch left of threads until it fully seats, and it will not go in further. Has anyone else had this issue? I'm guessing I'll brute-force it eventually. 2023 if that makes a difference.

I find this happens if the screws were meant to hold a plate frame on, and then I go and remove the frame. They might end up being too long for just the plate. There's a fair margin of tolerance on the plate mount holes, so the passenger might just work because it's got just enough to work with, but the driver's side doesn't.

If they won't tighten any further, I would get shorter screws for it. Last thing you want to do is torque on it too much and mess up/break loose the threads.
