Is this a grounding stud on the

drivers side of the engine bay

Do you want it to be? It's a stud attached to the body, it's going to be a ground.

My guess is it's the symmetrical pair to the one on the passenger side, meant for RHD vehicles.

Yes, it is. I ran a wire from it to a block behind the brake pedal to provide an easily accessible ground point on the inside.

Probably used for a chassis ground in Jump starting vehicles.

For the WK and some other Jeeps it's on the same side as the batteries. Otherwise it's a stretch for cable pairs that are tied together.
