I assumed it was kind of their choice. Not sure I would be thrilled to sell under invoice if I was in their shoes right now. I used this since my employer is among those listed as FCA affiliate when I bought my Mojave in Aug2021.

On my account it shows 1 of 2 used and will issue me a second code.
