Should I remove the white paint before applying the touch up and then clear?

The paint looks dimpled And cracked. If so, I would wait until you have a very warm day so your paint flows Smoothly. Then, I would try to remove it with my finger nail or maybe a piece of plastic like an old credit card that I shave an edge down with a razor to make it almost a razorā€˜s edge or a toothpick or just use the edge of a razor blade itself if real careful with the surrounding area. I’ve known some to take a corner edge of super fine sandpaper to rough the smallest spot ever, but I wouldn’t recommend unless you’re really smooth handed. Then, I’d clean the surface with rubbing alcohol which you’re sure to have on hand. Give it a few minutes to evaporate. Shake touch up. Thin paint if you know what you’re doing. Then, i’d probably use a toothpick to wick paint and gingerly dab into the crevices. Clear after if you like. I’ve seen professionals do this fantastically. I’m not a professional touch up guy, so I can always see my fixes, but i can live with it.
