Help!! What does this mean?

Hi you all.

Did some routine looking around and checking under the body. I found this spinning freely on the driver side

The passages side is tight and doesn't spin at all.

Should I be worried? I have no clue that this part does.

That’s normal, mine have spun on both my gladiators and my wife’s jl I believe it’s more or less a dust shield
