Low voltage

I recently noticed my wipers changing speed, so I scrolled to voltage on the dash. At times voltage was as low as 11.8 V. The odd part is that if I backed off the gas the voltage would rise to 13.4 or so. I'm old enough to remember accessories run by engine vacuum and this is what it acted like. Any suggestions?

First though would be to have both batteries tested.
Do you have yours set so the lights come on with the wipers?
Do you have the Tow Package?

Make sure all your battery ground cables are tight. If the voltage is that low while running, it seems like an alternator issue.

Yes on both lights/ wipers and the tow package.

That should give you the higher output alternator. I would expect some drop when the wipers are on, but I have never seen mine lower than 12.2 while driving. It usually sits around 13.5 under normal conditions.
