Where is it located - is this it?

I’m going to try cleaning it with some CMC to see if that fixes my lag/stuttering issue when going up a slight incline or giving throttle on interstate.

Turbo Lag...

Mine is pretty bad in general. Starting on a slight incline with no load (trailer etc) it can take a few seconds.... like 2-3 seconds to build boost, That's a long time if you are trying to cross a 4 lane highway......

(I have one intersection where I feel it a lot and the turbo lag puts me at risk when I try to cross, so here is how I handle that)

Right before you go hold the brake with your left foot give it 15-20% throttle for about 1.5 seconds then let go of the brake, it reduces the turbo spool time and keeps you safe as you try to cross a 4 lane highway with limited visibility on both sides. Frankly they should just install a light at that intersection or not allow left turning, but they do....

You should try a Pedal Commander, EVC, etc. throttle controller. IMO the oem throttle programming gives the allusion of turbo lag being much worse than it actually is, you can fix 80% of the problem with a plug and play throttle controller.
