Reminds me of stories I heard about growing up in third world country's ruled by warlords that would block roads etc. to extort people passing through. It's really important to know your states laws when deciding what to do when warlords in America are blocking your means to earn a living or take care of yourself or family. In some states it's more lucrative to do criminal acts and detrimental to defend yourself from criminals, so be careful out there

I think it is Mexico or Latin America. If you freeze the video and look at the vans in the traffic coming towards on the left side, they look like latin market vans.
