I have purchased many vehicles out of state and used the bill of sale when I went into licence/register/title my car. Some dealers here are collecting at time of delivery. Any insight?

They're all different.
if they collect, just take the bill of sale in with you.

There are titling agencies now that kind of handle this for dealerships. So the dealership collects everything and still does all your paper work for you, even if you are out of state.

Anyone know if CA sales tax is collected on the MSRP or under invoice price?
Purchase price. MSRP is strictly a suggested sales price (manufacturer's suggested retail price).

Unless something has changed in the last 4 years, Colorado state law requires the tax to be based on MSRP .... really pisses me off.

Unless something has changed in the last 4 years, Colorado state law requires the tax to be based on MSRP .... really pisses me off.
Looks like CO is purchase price, not MSRP. Plus you can deduct the trade in value from purchase price to reduce your tax bill (probably only applies to trade ins if you purchase from a dealer within CO, since they assume they will recoup tax when the dealer sells the trade in).

Purchase Price — the full charge to acquire the item, including labor and overhead, exclusive of any sales tax. In the case of retail sales involving the exchange of tangible personal property, the purchase price would exclude the fair market value of the property exchanged if such exchanged property is to be subsequently sold in the usual course of the retailer’s business. Example: When a new automobile purchase transaction includes the trade-in of another automobile, the fair market value of the trade-in may be subtracted from the purchase price of the new car before sales tax on the new car is calculated if the car traded in is to be resold by a dealer holding a sales tax license.

Oklahoma based on Msrp as well.
OK is also purchase price, not MSRP.

(b) Taxable value. On vehicles, other than manufactured homes and certain commercial vehicles, excise tax is based upon the actual sales or purchase price. The actual sales price, commonly referred to as "purchase price", is the actual sales price of a vehicle excluding any consideration given for a trade-in. For the purpose of vehicle taxable value computation, actual sales price is to include the cost of the vehicle, including any equipment or product affixed to, or applied upon, the vehicle. It is not to include any fee included in the sale transaction that is related to a service provided by the seller, or an outside party (i.e. documentary fee; financing fee; insurance coverage fee; maintenance agreement fee). No consideration for a vehicle trade-in, either debit or credit, is to be included in the actual sales price utilized for establishing the taxable value for the purpose of excise tax assessment. The actual sales price must be within twenty percent (20%) of the average retail price value of the vehicle, as listed in the automotive reference material prescribed by the Oklahoma Tax Commission. [See: 710:60-5-50] If the actual sales price is not within that value range, the Tax Commission shall establish a taxable value as close to the actual sales price as possible while still within the prescribed value range.

Colorado is definitely MSRP, although it is discounted to 75%-85% of MSRP ...
“Registration fees include a license fee based on the weight of the vehicle and an ownership tax based on the age and taxable value of the vehicle. Ownership tax is calculated using the taxable value of the vehicle for the registration period. Taxable value is calculated with a percentage of the Manufacturer’s Suggested Retail Price. The percentage used on passenger vehicles is 85% and on cargo type vehicles 75%. Once the taxable value is established it remains on the ownership documents for the life of the vehicle.”
