As long as you are not registered in that state you will have no issue.

You’re fine. They can only enforce inspection laws on vehicles registered in their jurisdiction.

Yeah, if you're legal in your home state, they cannot touch you. I do know that in PA, your tires cannot extend past the fenders more than one inch.
