I live in Hawaii and they don't check emissions nor does a lot of other states for small diesel vehicles. Texas, Florida, Georgia, Tennessee, etc. Emissions laws are changing as well so that is going to help as well.
Here's the fix. Delete it completely. I know some folks have to consider state inspections etc. I have completely deleted my Wrangler and it has never ran so good.

Sorry about that. It was a YouTube video about a compound turbo set up for Ecodiesels but it turns out they discontinued it. Also a video about a Pikes Peak compound charged Ecodiesel. Supercharged and turboed. Google it. I'm having trouble copying the url.
They are larger in diameter and not plastic so to me it is a worthy upgrade over stock even if it doesn't provide much hp gain. With an upgraded turbo I could see more benifit. They look good too! Just like the Banks aluminum intake manifold. Not plastic.

I would think you could use the factory unit with the butterfly removed and any penatrations filled or plugged. Of course not plugged in either. Another option would be to have a machine shop mil you one up from billet.
