I'm not exactly sure what the law is, but I have had 2 friends that had lifted 2500 Chevy's on 35x12.5s and no flares, and they were actually pulled over and given a ticket. I will say they wasted no time putting flares on after that.

No I went with a Vision Black Steel Wheel in 17" with 5.5" backspacing. I know it sounds like a lot of back spacing but it's pretty much perfect for my set up. They were pretty cheap too. I paid less than $400 for all four wheels with center caps.
I have 285/70R17 on my Sport S without the max tow. I also have the Rubicon springs and shocks, but had my tires on before the suspension. No rubbing or issues of any kind. It fills the wheel wells and looks good!
