Rechecked the wiring and all is good. There's no voltage going to the reverse light circuit on the passenger side. Going to let everything go to sleep and retest.
For those of you with inoperative back up when replacing halogen units lights there is a fix. You have to be comfortable doing custom wiring which i am. To test, I just rigged the wiring by back probing the connector. The circuit needs a load to stay on so get a couple resistors and wire them...
