That would make sense though, I bought this bumper from someone on craigslist. He threw in the skid plate but never told me if it was ever installed. I'll see if I can reach out to him and confirm. I'll see if I can get a part number from the bumper.
I did it once on my JK... Never again almost broke my back. Definitely a 2 person job. I haven't attempted on my JT yet. Most probably ask for help to remove the top.
The skid plate you see pictured there is the skid plate for the steel bumper. Which is part number #68293984AB. As you can see it doesn't properly fit even after removing the front forwarding brackets. So i'm stumped on why this skid plate doesn't fit.

Installed OEM steel 10A bumper this weekend... I couldn't install the skid plate it came with even though I double checked the part number #68293984AB . I had to reinstall the skid plate the jeep came with.
