From what I've seen it's not a fire hazard just some lightning issues with the dashboard, you might be looking at a different recall but the only one on the NHTSA recall site is for the dash. Used vehicles aren't just sold by dealers so that would be hard to enforce with pvt sellers.
All the 23 JLs I've been shopping also are on stop sales for a safety recall. The NHTSA recall site shows for a faulty gauges with no fix available yet. I should clear my statement, only new unsold 23s are affected by the stop sale, used ones can still be sold.
