I live in Clear Creek County, and am routinely at 12-13,500. Driving at 14k is pretty rare other than Mt Blue Sky (Evans) and Pikes Peak. I drive to Blue Sky in 2wd with no issues, at 14k.
But, yes, 4LO will pretty much take care of any issues.

I have an auto, but I bought the banks specifically to get rid of throttle lag. I actually have it set super low, like level 3 of 27, and it does exactly that. Works great. I can't imagine who is running this thing in track mode...
Someone else already mentioned it but you could go with Sumo Bumpstops. When you say you are bottoming out, you're feeling it hit the bump stops. Sumo makes the bump stop engagement smooth/comfortable.
