I ran Peters Mill Run, listed as 2-4, with a bone stock Overland, including street tires. Aired down a bit and had no problems though there was no mud.
2021 Overland (gas), 30k miles; pavement princess with a couple trips to soft roads. The only issue has been the driver's window got bound up in the wire harness after dealer installed the proximity locks.
For us, it's perfect. We don't have a trailer to tow but we can load up crap for the landfill, bring home larger items from the big box store, and go play in the dirt if we want.
Maybe the company that is making the switches only does 30-amp and higher. I suspect the cost difference between 30-amp and something closer to 16 amps is minimal.
As far as lights being over the switch rating, consider a relay: switch activates relay (minimal load) while relay activates...
