I would take the 10 minutes and swap it out.

If you look at Clayton spring numbers, you will see the same part numbers used on Gladiators and JKs. The same spring will lift a JK more. My guess is the PO installed a leveling spring that shares a part number with a JK.

I would question what model are they consider level; sport or Rubicon.

Are you securing a ratchet strap to a tailgate latch?
I would strongly caution against this.
Although the strap may be able to hook on, I don't think the latches are designed for lateral stresses.
