I have a 21' Willys and installed Toyo AT3's 35*11.5/17's about 2 months ago and yes I have seen a decrease in mileage. Most probably around 1-1.5 mpg.
I went with 35's and stayed with a 17" wheel. Shopped long and hard to find a wheel I liked at a weight that wasn't a whole lot more than the factory rim. Was able to accomplish that and though I see a loss in mileage, I haven't really noticed much difference. It may be worth staying with a 17"...
In Houston with Toyo AT3 35s and with a 50/50 highway and city driving, I'm seeing an actual 16.2 mpg. I don't have a Tazer and have not recalibrated for the new tires yet. To be honest, I usually don't trust what the dash is telling me my mileage is.
I also went from the Firestone MT's to the Toyo AT3"s. Purchased a set of 35*11.5/17's from Discount Tire. What a difference on ride and drive. Though I did see about a 2mpg drop with the 35's, I still feel like it was worth the money.
