Yes as a dozen people have said, the fan should not change and it should pump hot air until the thermostat in the cabin reads 82 and then should start blending out the hot air over time.
Did you read below that, you are lost......

OMG, I am trying not to be insulting but SEVERAL people have described how manual HVAC should and DOES work on the JT.

All heating and AC systems since they were added to vehicles work with a couple of very simple principles.
1) a fan system
2) a vent system
3) a heating...
OMG your truck is broken take it in, how many people have to tell you theirs are working ok for you to get that?
Its clear there is a thermostat issue on some trucks, SOME, not a systemic issue you are portraying.
Has anyone effectively used an air deflector to make RTT less of a brick at speed?
You would think you could mount something at the back if the hard top in front of a soft RTT.
^^^^THIS I can't follow what you are trying to say for pages, my Jeep operates in manual exactly like all of my vehicles act in manual. It operate in auto the same as my other vehicles have operated in auto.
Your might be broke, but the all are not.

Many of our Jeep trucks HVAC operate as expected in both AUTO and MANUAL and do NOT demonstrate what this thread and some are stating as fact. I am not arguing that some of you have HVAC issues, and it is clear there are issues, and some in the dodge line as well.
This combo works fine and rolls all the way to the front of the bed and can be secured using the designed straps and clips.
You do need to loosen the Velcro and tilt it by the legs but it is very easy. I can do a video it needed.
