I had the same issue with the scratched top. Whoever painted it did a crappy job and the clear coat has drips in it on the top. The dealership stopped responding.

I just took my bumper off to install a second tow hook. I wouldn’t worry about cutting into this bumper. It’s extremely light and plastic. Just a dremel sanding wheel and cutting wheel should get this taken care of easily
