Wheeled a little too hard at Windrock this weekend. This clip is sticking out of my fender. What is it and how do I get it back in?

Went to my dealer today to get slush mats. He tried to charge me 200 bucks. I asked what happened since the Mopar site has them for $165. He said that was the old part number. I told him I wanted the old part number. He gave them to me for $165. Buyer beware.
