Sort of. It is not that they are trying to meet mandated standards for gas mileage. They are trying to be able to claim better gas mileage. The EPA will only allow them to claim the numbers they claim IF the system defaults to the ON position.
I am almost certain it will not work with a tonneau cover. It has the same clamps as any other mounting system, it just also has the ability to remove the actual racks from the mounts so the mounts stay and the racks dont.

I have a Lexus CT hybrid and the JT. The stop/start on the Lexus is nearly imperceptible. You can't turn it off. I cannot stand the stop/start on the JT. I know it's fine but it "feels" laggy and unsafe.
