Solved it. I did mess up. I had the bracket mounted on the back 2 holes of the strap, not the front two... I was trying not to angle grind my bumper and drilled new holes higher up... looks like option one is to angle grind, re-riv-nut and mount better.... or find an alternate...
Yeah, I've found some decent looking US made ones that are hub and wheel centric, but 1.75 inches, is that aggressive? And they are in sets of 2. I assume that I need 4???

Yeah. The shop that put the tires on suggested aluminum fender liners and to just mount to those, they said they could maybe make a bracket to get them in front of the grill but said I should be able to figure out.... and yet... I'm not the smartest somedays...
Yeah... I wanted to keep my wheels mostly entirely out of being a cheapskate and just never having had opinions about how wheels look (but I do love steelies) and anxiety that I'll mess more things up, but that might be in the mix. Think spacers are worth using or stay far away from those?

After removing that muffler (and adding a Flowmaster snorkel), I stalled much less and other drivers liked it more. Could be the sound, but I think the negligible amount of power and engine restriction helped it out. Just my experience.
