Did you figure this out? I'm having the exact same problem on my 2019 wrangler. I checked the fuse, F96, and it reads good. I don't get power on either side of the fuse, which points to either the pdc is defective, the wiring from the pdc to the BCM is broken somewhere or the bcm is defective.
Short version is: Replace the firmware on your BCM from a 2020 BCM. Then replace the firmware on your IPC (speedo cluster) to the 2020 IPC.
