What makes a fender paintable? Is it just the texture that make a Fender Non-Paintable? ~ Also, can you spray Rhino liner on a plastic fender?

I just replaced the Aux battery. I saw where some dealerships would just recharge and say "its fixed - good to go." Should I just recharge it and keep or turn in for the core?
