THEY consider it one and the same. It's not technically correct, but Alexa requires internet. They are also figuring that most people know you need internet and don't expect wifi to do squat without it.I understand Alexa isn't showing up, but you're saying Wifi enabled and a data subscription is one and the same. I just went out to my 23 and took these screen shots. The wifi is enabled and shows the wifi bars. I can connect with my phone but it also says there is no internet connection. I do not have a data subscription. So what am I missing?

You can connect devices, but it's not doing anything.
I'm not sure if that would even allow data sharing between connected devices - that I've never tried because I connect tablets and laptops to my phone for data, using it as a cellular data modem. At home I have to allow different devices on my wifi to be able to communicate, otherwise, the LAN is isolated from wifi and wifi devices are isolated from each other. (I set a lot of complex rules, firewall setups and special routing since I have my shop configured as an extension of my home LAN, with wifi out there that can't touch the wifi in the house and so on.
You basically have a dead-end connection.
You need the data subscription.
Look at commercials for internet companies - they all talk about wifi this wifi that, because that's what people understand - hey, I must have wifi to do anything, so I need to contact them!
It's become a buzzword for "data". I dealt with this at work for 12 years - gee, I have wifi, why I can't I do anything.
Don't get hung up on their terminology - most people who buy vehicles don't know the differences, it's' a term that's been bastardized over time. It used to actually be a copyrighted term. (it was simply a made up term - WiFi means nothing at all, unlike hifi)
