I don’t know the make of these wheels except the person said he took em off a 2021 gladiator. I attached the picture of the listing he had showing the full wheel a little better.
He was running 4 steel rims on a Gladiator.
He bought up the spares other Jeep owners sold when they bought 5 new matching after-market wheels.
One at a time he collected the wheels and used them on his Gladiator.
Then he took them off and sold them - to you.

Some people really like the old-school look of steel wheels and look for them to run instead of the cast or forged wheels. Steel is still in fashion for a lot of truck and Jeep owners.
Since those wheels center tightly on the hub, like others have stated already, you have little choice.

Pull the wheels, brush the rust off the hubs, treat them with something like Extend to CONVERT the rust to an inert substance, wait 24 hours, paint the hubs black. Problem solved.
