PSC Steering Kit Issues

Anyone local to Southern California familiar with the kit? Had one installed and the first kit came with a bad pump, got that replaced, still having issues. When I fully press down on the brakes, absolutely no power steering, feels very heavy and I’m not comfortable with my wife driving it like that (we swap cars a couple times a week since I have a long commute). Simple things like u-turns or pulling in and out or parking spots are almost impossible for her. Is this normal? Looking for a shop who can possibly help troubleshoot. The shop that installed it is great, but he’s saying it’s normal to essentially feel like you have no power steering when you fully press down on the brakes.
