Rear driver side suspension sitting 1" lower than passenger side

Don't measure from ground, measure from center of wheel to fender flare. That gets rid of tire differences and other factors. Make sure it's measured on a FLAT surface, maybe a parking lot or gas station lot - many times those are quite level.

Measure like this and then tires won't matter - you can compare any Rubicon to any other Rubicon, any Sport to any other Sport, any Overland to any other Overland regardless of tire swaps, air pressure in said tires, etc. - you are comparing only suspension this way.

Sway bars won't matter. If one link breaks it's the same as if the whole thing is disconnected except the bar will still move with the one side that's still connected. but it won't impact height.
Shocks should not matter except for a tiny bit - they are filled with compressed gas but it shouldn't make a 1" difference. If one lost its charge it should make a very minimal difference.
It's difficult to see how the front can be even and the back not even. If you raise up the right rear, just for example, it should settle the left front a bit. It's how we used to deal with setting things like torque links in the AMX - raise the left front, the right rear settles and you lock the torque link in place at a certain height. Otherwise it was near impossible to load the car enough to get it to sag that badly. So for one end to be perfectly level and the other not means there's flexing going on or the surface it's on is uneven letting one side of the suspension droop while the other side is supported.

Anyway, I found using the below measurement method, I could compare my JT's "lift" with any Overland on any dealer lot even if tires had been swapped because I'm measuring only suspension height (springs only), not total truck height (which relies on tires, too)

Took it to a Food Lion parking lot. Measured from the center of the wheel to the fender flare on both sides and the measurement was 22 and â…žths on each side. And from the ground to the fender flare was 38 and â…› th on each side.
