Rust under the Paint from Factory?

It seems I may have recieved my Gladiator with rusted hood hinges that were painted over. (See attached photos). I have looked at a few other Gladiators and the hinges are smooth as to be expected.

I was wondering if anyone else had this issue and if in fact it would be caused by rust.

I guess I should bring it to the dealer
