Have somebody selling these rims in my area for next to nothing. I wanted to know if y'all had any ideas on how to address the white film that seems to be covering it?

Since the white film also covers the valve stem i would guess that some good cleaner & elbow grease should do the trick. If not have them blasted & re-powdercoated.

Are you sure its a film over them? Its hard to say without seeing them in person because it could also be a wheel acid that was left on them and ate the finish. Then your option would be the aforementioned powder coating and they'd need to be basically free to justify the cost on used wheels that weren't very expensive to begin with.

Hard to say. I am going to take a look at them on Tuesday. Do you have any suggestions on what to look for when I'm up close to them to tell if its an easy fix? Sorry if this is somewhat of a noob question, my wheel finish/powder coating knowledge is limited.

Unless you like the raw dog look, I would be factoring in the cost of a new powder coat on those wheels before buying.

Take your finger nail & scratch the white crap... If it comes off they will probably clean up fine. Kinda looks to me like someone sprayed some soap on them & then let it dry. If thats the case swing by a car wash on your way home from buying them & spray/scrub them clean. If it doesnt come off when you scratch into it with your nail I would assume they need to be re-finished.. Call a local powdercoat place & ask what it would cost to have them sandblasted & then powdercoated in the color of your choice. Add whatever they tell you to the cost of the wheels & see if thats enough for you to bite the bullet. Given that your rig is all black doing them in gloss black would look pretty good, but as pointed out above those arent super expensive wheels to begin with. They look to be about 160 a piece so retail brand new thats only about 640 bucks so if powdercoating costs you 500 then if you paid 140 for the wheels you would only be breaking even. Unless your wanting to go a color other then black I would pass if you cant scratch through the film as they probably arent worth the trouble.
