Doubt it is a scam. It is common to have programs like this for first responders, military, teachers, and other union members. I also don't think it is a great deal.

They can be mounted but it is out of manufacturer spec so many shops won't do it. Are there people that do? Yes.
Mounting a wide tire on a narrow wheel causes ballooning and uneven wear however.

There was a guy on the JL forum that got ripped off. Shop put a JK lift on, rigged up the shocks, incorrect steering stabilizer etc. So you never know lol.
The JKs were increasing in price 2-3 times a year and people kept buying them. I think the big jump in price to the JL was the deal breaker. Adding 3-5K to an already pricey vehicle wasn't a smart move.
JLs don't seem to be selling well either and sitting. The JKs flew off of the lots. I think FCA over priced and over produced the JL and has now over priced the Gladiator.
There is no 4 inch Mopar Lift.
The dealership that did it may cover the lift however other dealerships can and will say no if the lift can be blamed in anyway.
Where are you getting 3-5K difference?
The difference between 1% and 5% below invoice is less than $3000 on a fully loaded Rubicon. On other models or less than fully loaded it would be even less.
