Yes you need to keep it plugged in and no it doesn't hang down below the dash, I plugged it in and it sort of sits on the ledge behind the lower dash fascia.
It lessens the effect of the BLD, allows more wheel spin without the ABS effecting the faster spinning wheel.Using this along with disengaging the Stability control system... the button with the jeep and squiggly lines (there are two levels of disengagement read your manual )

Smitty X2O, second one I used. Take care of them and they work when you need them. By this I mean, and this is for any winch, Run them in and out every few months. Keeps the innards lubricated, contacts functional, nothing wrecks a winch more than disuse.
