I think the only reliable place to measure is the bottom of the pinch seems. From the factory, the wheel arches are not the same height relative to the truck, so you can't measure from them. I've highlighted it in your picture.

You and me both. I've used it before on bare steel and it did great, but never with bed liner. The trick is on the last coat of bed liner hold the can further away for a more matte finish. If you are too close it will have a shine.
