It might be a customizable display that can be programmed to show a company logo on its screen for car shows or it could be an auxiliary gauge of some kind. I would follow the connecting wires to see where they go. You may find something else that it's connected to, if it wasn't removed post SEMA.

If you install the Mopar deflector, you have to install the rubber cone supports that stick on the hood. Without them the deflector will put stress on the screw mounting points as air pushes against the deflector when you drive.

Having just gotten back from a stint in Europe, I can tell you that is already a reality. City centers deny access to cars older than a certain age. Taking them completely off the road is next. Sad when these types of things are unnecessarily forced into place.
