My wife accidentally kicked it loose once and the change in noise level was pretty substantial. Took a while to find it as the issue...but that was it. Popped it back in tight...noise gone.
Drilling holes equals leaks. Especially as the wind will rattle those tops around up there...so things will loosen.
The looks are also not the best in my opinion.

I have all three sizes of the Pittsburgh swivel ratchets (Green handle).
They are great for hard to reach and off center bolts. Also like that you can break a bolt and then use the ratchet as a nut driver.
I am running these wheels and bought them for the same reason...tire poke. I am in Pa too...
They are perfect...no rubbing...don’t stick out...will pass inspection.
